This advice was given in a news conference on Friday by Sergeant-at-Arms Roland Detabali of the House of Representatives, which calls home the Batasang Pambansa, apparently over an incident last year when the President after his second SONA climbed up a stage outside the BP Complex and dared protesters to attack him.
