A bill reviving the death penalty is dead in the Senate, with at least 13 senators expected to vote against the measure, Senate Minority Leader Franklin Drilon has reportedly declared.
Buhay party-list Rep. Lito Atienza on Thursday hailed Drilon’s declaration.
