AMENDING the 1987 Constitution to shift to a federal system of government is now high on the agenda the Duterte administration as the President prepares to deliver his third State of the Nation Address (SONA), but its priority status won’t guarantee its success, a top lawmaker has said.
Deputy Speaker Fredenil Castro of Capiz made the observation after the draft federal constitution was submitted to the House by the Consultative Committee, the panel tasked by President Duterte to help Congress draft a new Constitution.
