AT least two or three times each summer, Metro Manila and the surrounding areas experience a week like the one we had last week: Heavy monsoon rains, widespread flooding, traffic snarled well beyond its usual barely manageable state, and businesses and schools either put out of action entirely for several days, or having their activities severely curtailed.
