THE Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao would have been turned into law this week by President Rodrigo Duterte, if he keeps his promise to sign it within 48 hours of receipt from the congressional bicameral conference committee. (I am writing this column on a Thursday afternoon.)
