PRESIDENT Rodrigo Duterte has issued orders that promise some kind of resurgence of agrarian reform, starting with the coverage of thousands of hectares of land already covered by agrarian reform programs but not yet redistributed. Next will be “idle” government land such as military reservations and camps, vast tracts of land occupied but unused by state universities, and other government-owned land (Inquirer, May 4, 2018).
