TYPHOON “Ulysses” (international name: “Vamco”) flooded several towns in Ilagan, Isabela, including Barangay Cabannungan here, which was submerged under 8 feet of water for the first time in 40 years. Local residents were shocked by the extent of the devastation because the town had not been a flood-prone area until Nov. 11, 2020.
